RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.
Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.
Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.
The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The first type of assessment validation checks that your RTO's assessment aligns with the training package requirements in your scope.
The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.
This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.
Exploring the Two Types of Assessment Validation
Breaking Down Assessment Validation
As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.
On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
This piece will highlight assessment tool validation.
How to Properly Conduct Assessment Tool Validation
Having reviewed the two types of validation, let’s dive into the specifics of assessment tool validation.
Appropriate Times for Assessment Tool Validation
The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation is necessary before student use.
You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- resources get updated
- new training products are added to your scope
- reviewing your course against training product updates
- your risk assessment includes identifying your learning resources as a risk
ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.

Study Resources
To validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – this should be the first document to examine. It shows which assessment items correspond to unit requirements, facilitating quicker validation.
Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.
Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.
Validation Group
Clause 1.11 defines the requirements for validation panel members, stating validation can involve one or more individuals. RTOs usually require all trainers and assessors to be present, sometimes including industry experts.
Your validation panel, as a group, must possess:
Current vocational competencies and relevant industry skills for the unit being validated
Recent expertise and skills in vocational teaching and learning
One of these training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or its equivalent
Assessment validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.
Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

While templates of this kind simplify validation, they can introduce judgment errors due to a lack of space for comments on each assessment item.

What to Look For?
As discussed in our blog post Common Problems In Assessment Tools, it’s essential that your assessment tools enable trainers to follow assessment principles and evidence rules.
Key Principles of Assessment
Fairness – Does the assessment ensure equal opportunity and access for everyone?
Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?
Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?
Rules of Evidence
Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool ensuring that the work is the candidate’s own?
Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?
Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:
Lead by Example
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Perform each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
nappy changing
bottle preparation, bottle-feeding infants, and cleaning equipment
solid food prep and feeding infants
appropriately respond to baby signs and cues
settle infants for sleep and prepare them
monitor and encourage suitable physical exploration and gross motor skills for the age
Having students explain the process of nappy changing for babies under 12 months old doesn’t fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby isn’t sufficient.
Full or Not Competent
Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not get more info confuse students or assessors. For instance:

The answer might include:
Compulsory resources
Applicable costs
Length of activities
Appointed roles and responsibilities
If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:
Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.
Possible answers include, but are not limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering
People – isolating, use of engineering controls, administration
Structural hazards – substitution, isolating, engineering controls
Chemical hazards – isolating, use of engineering controls, administration
Equipment or machinery – isolation, engineering controls, administration
Avoiding double-barrelled questions makes it easier for students to answer and for assessors to judge competence accurately.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
